Aaron Kocian is a highly accomplished policy and budget expert with over 27 years of experience crafting solutions to some of Texas’ most significant challenges. With a notable history serving as a transportation policy advisor to both Lieutenant Governor Dan Patrick and Lieutenant Governor David Dewhurst, Kocian is widely acknowledged as a leading authority on Texas’ transportation intricacies spanning local, state, and federal policies across all modes of transportation.
During his 20 years with the Lieutenant Governor’s Office, Kocian has played a pivotal role in shaping Texas’ robust transportation system. Among his noteworthy accomplishments are the creation and funding of the Ship Channel Improvement Revolving Fund, securing critical state funds for capital enhancements and safety improvements at Texas’ seaports, eliminating budget diversions from the State Highway Fund, and the introduction of three sustainable funding sources for highway construction and maintenance. Kocian was honored with the prestigious Road Hand Award by the Texas Department of Transportation, recognizing his exceptional contributions and significant impact on shaping Texas' transportation landscape.
Kocian has been instrumental in helping create and develop long-term transportation policies in Texas, including conceptualizing the State’s 100 Most Congested Roadway Segments, shepherding three successful Texas Department of Transportation sunset reviews, and establishing the Texas Department of Motor Vehicles as an independent agency.
Before his impactful work in the Lieutenant Governor’s Office, Kocian honed skills as a policy analyst at the Texas Department of Transportation’s Legislative Affairs where he was responsible for researching, preparing, and communicating legislative documents. His earlier career also includes invaluable experience gained from working with the Office of Governor George W. Bush and Representative Joe Driver.
Born and raised in Schulenburg, Texas, Aaron graduated from Texas State University and now calls Austin, Texas home.
